For those who are planning to purchase real estate in one of the suburbs of the Polish capital, it may be interesting to learn about such a concept as the Warsaw functional district. Warsaw Functional District (Warszawski Obszar Funkcjonalny) - WOF was formed by the signatories of the commune agreement on cooperation in the implementation of comprehensive territorial investments in the EU financial perspective 2014-2020+.

Due to the growing importance of urban functional areas in national politics and the European Union, as well as the actions taken for the integrated development of the Warsaw metropolis, a draft Integrated Territorial Investment Strategy (ZIT) for the Warsaw Functional Region 2014-2020+ was developed. The strategy includes actions assigned to local governments (JSTs) as part of the development of urban functional areas. Their implementation is based on EU measures aimed directly at the ZIT instrument to concentrate the EU Cohesion Policy in functional areas.

The main legal act regulating the implementation of ZIT in Poland is the law of 11 July 2014 on the principles for the implementation of programs in the field of Cohesion Policy, financed in the period 2014-2020. The official condition for the launch of the ZIT instrument was the signing of an agreement by the municipalities that are part of the Warsaw functional region on the implementation of integrated territorial investments in the EU financial perspective 2014-2020.

The total cost of the Warsaw functional district project is PLN 70,592,601. The cost of financing from the European Regional Development Fund is PLN 56,474,081.

The communes sign an agreement on the areas of development they need and receive appropriate funding. 40 communes are involved in the project. The project is also called Virtual WOF, that is, Virtual Warsaw Functional District (Wirtualny Warszawski Obszar Funkcjonalny). Outside this area, 31 communes remained, including such large ones as Serock, Mińsk Mazowiecki.
