High core inflation
But consumer inflation (CPI) is not the only way to measure the rate of price growth. Another method is the so-called core inflation. It is calculated by the National Bank of Poland (NBP) on the basis of GUS data and the task of such a measurement is to show how many factors from the national economy are involved in price increases, for example, growth in demand. For this purpose, prices for goods and services are not taken into account, changes in which do not depend on the situation in the economy, but are often caused by external factors. These include, for example, food and energy prices.
Core inflation has different indicators (the NBP gives four), but colloquially it is identified with one: this is inflation after excluding prices for energy and food products. This measure shows what happens to prices under the influence of what economic policy can influence - as opposed to events such as events in Ukraine or the turning off of gas taps in the second half of last year.
Core inflation has risen almost steadily since late 2018, with a brief hiatus for the first wave of the pandemic. But even then he was at an elevated level. And in recent months it has hovered around the highest levels in measurement history.
But core inflation has also started to decline. In November 2023, it was 7.3 percent. This is shown by NBP data.

When was inflation in Poland at its highest?
And what was the historically highest level of consumer inflation reported by GUS? According to available data, the worst in this regard was in late 1989 and early 1990s, that is, shortly after the fall of communism. Poland, which was then transforming, faced hyperinflation reaching 1000% year on year.
As you can see in the table below, inflation was a huge problem during the first stage of economic transformation. Disinflation (that is, lower inflation) continued for another two decades. Double-digit rates of price growth in Poland continued for several months in 2000.
