Housing construction in Poland in the first half of 2023
According to the Polish General Office of Statistics, 126,354 apartments were delivered in the country between January and July 2023, which is comparable to the same period in 2022 (Table 1).
During the analyzed period, developers delivered 73,626 apartments (+0.3% compared to the first half of 2022), and individual investors - 50,567 apartments (-2.0% compared to the first half of 2022).

Within the framework of the two above-mentioned forms of construction, 98.3% of newly delivered apartments were built, including 40.0% by private owners, and 58.3% of all apartments in the country by developers. All other investors (cooperatives, utilities, social construction societies, firms) delivered only 2,161 apartments in the first half of the year (1.7% of the total number of apartments delivered).
The area of commissioned apartments amounted to 11.9 million square meters. m., which is 1.6% less than the same period in 2022.

Between January and July 2023, 32.3% fewer construction permits and applications were registered (Table 2). The decrease for developers was 35.4%, and for individual investors - 28.7%. In total, under these forms of construction, permits were obtained or construction applications were submitted with a construction project for 97.0% of the total number of apartments.
A total of 131,082 permits and applications were issued, including 41,561 or 31.0% to private owners, and 85,613 or 65.3% to developers.
All other investors (cooperatives, utilities, social construction societies, firms) received permits or submitted applications for construction in the first half of the year for only 3,908 apartments (3% of the total number of permits).

During this period, construction of 101,793 apartments began in Poland (74.9% by the first quarter of 2022). Including developers began construction of 57,216 apartments, which is 28% less compared to the same period in 2022, and private investors are building 42,211 residential premises (-21.8%). In total, the share of these forms of construction amounted to 97.7% of the total amount of housing under construction.
All other investors (cooperatives, utilities, social construction societies, firms) began construction of only 2,366 apartments (2.3% of the total). Still, it is worth noting that these small investors significantly increased housing construction in the first quarter of 2022 (Table 3).

Based on statistical data, we analyzed the total number of apartments started construction and the number of issued construction permits or submitted construction applications in Poland in the first quarter of 2023 (Table 4).
The total number of such apartments is 232,875, including by type of construction - private owners have 83,772 apartments or 36.0% of their total number, developers have 142,829 apartments or 61.4%. In total this gives 97.4%. The rest of the investors (cooperatives, utilities, social construction societies, firms) are left with only 2.6% of the housing under construction and planned.
It is worth noting that in the first quarter of 2023, significantly more permits for new construction were issued than apartments started construction by 128.8%. An increase in the number of permits issued is observed for almost all developers, except for private investors (8.55) and companies (20.3%).

In general, the prevalence of the number of issued building permits and submitted applications for the construction of apartments over the number of apartments started construction indicates good prospects for housing construction in Poland in the coming years.
